About REETS

REETS project is intended to support the existing European Union’s legislation on the interoperability of electronic road tolls’ collection and, in this framework, the project aims at deploying EETS compliant services in a cross-border regional area, including the following seven Member States: Austria, Denmark, France, Germany, Italy, Poland and Spain, as well as Switzerland (the latter without EU co-financing).

REETS Objectives

    • Reduce barriers for EETS deployment by reducing business uncertainty for EETS providers in order to prevent potential market failure of European Electronic Toll Collection services;
    • Create a basis for easing the bilateral negotiations between Toll Chargers and EETS-Providers;
    • Develop a common understanding of the service components provided by the different roles;
    • Demonstrate in practice how EETS can be deployed and operated cross-border based on interfacing the different environments on the results from the work packages;
    • Provide a REETS information/dissemination basis (return on experience);
    • Provide an EETS information platform as a basis for rolling out EETS all across Europe (return on experience);
    • Finding risk management rules mutually acceptable by the parties.

Basically REETS project will be deployed in two main phases:

    • an analytical phase, in which contractual, procedural and technical issues will be dealt with, with the objective of developing recommendations and solution able to ease the future introduction of EETS for a prospective full EU coverage;
    • a monitoring phase, with the implementation of an open EETS Information Sharing Resource Platform on the gained experience, accompanied with the monitoring and the coordination of pilot demonstrations related to EETS compliant services covering several participating Member States.

REETS Structural Organization

The project consortium is composed by the major Toll Chargers and Toll Charger Associations of the participant Member States (Austria, Denmark, France, Germany, Italy, Poland, Spain and Switzerland), as well as by the future potential EETS providers represented by the Association of European Toll and Interoperable Services AETIS.
The project is run by the Project Leader (Mr. Hubert Resch from ASFINAG, Austria), who chairs the Project Management Team together with Mr. Dionelis, Secretary-General of ASECAP; all the decisions are taken by a REETS Steering Committee, chaired by the ASECAP President, in which high level representatives from each project partner are present.

Ecoroads

About Ecoroads

The Project ECOROADS has been funded by the HORIZON 2020 Programme and it involves 6 partners: FEHRL, ETSC, ERF, ASECAP, AIPSS and SEETO. The project will run from June 2015 till May 2017.
ECOROADS projects aims at the establishment of a common enhanced approach to road infrastructure and tunnel safety management by using the concepts and criteria of the Directive 2008/96/CE on road infrastructure safety management and the results of the two related European Commission's (EC) studies on Directive 2008/96/EC, covering the open road safety management and Directive 2004/54/EC, covering the tunnels.
Such an objective will be achieved through the following specific activities:
  • Workshops with the stakeholders (European tunnel and road managers);
  • Exchange of best practices and experiences between European tunnel experts and road safety professionals
  • Pilot joint safety operations in (at least) five European road sections in transition (which feature both open roads and tunnels)
  • Recommendations and guidelines for the application of the RSA and RSI concepts within the tunnel safety procedures and operations.

Joining Asecap

The members of the Association are either Full Members (one per country) or Associate Members.
The Association may also develop links with Supporting Partners.


Full members

Full members are associations of companies or companies holding at least one tolled motorway section or a tolled construction in Europe and whose income derives principally from collecting tolls paid for by the users.

Associate members

Associate members are national associations or groups of toll motorways or concession holders operating in non-European countries adjacent and directly connected to the European members of the Association by land or by the Mediterranean sea, or – under certain conditions – companies in charge of collecting a distance-related user charge from the road users.

Membership application procedure

The applicant should send a letter of interest to the ASECAP Secretariat with a proper description of its profile.

How to become a supporting partner?

Who are ASECAP supporting partners?

ASECAP members are either full or associate members. Membership of the association is subject to a number of criteria related in particular to the collection of distance-related tolling under concession schemes, and requires the agreement of the ASECAP Governing Bodies. In addition, ASECAP may also develop links with so-called Supporting Partners, a category which covers a broad range of organizations that are not entitled to membership as such but have a direct interest in the development of motorway policy.

UKRMOSTOBUD (Ukraine) has become an ASECAP Supporting Partner on January 1, 2018.


What’s in it for me?

ASECAP, the European Association of Operators of Toll Road Infrastructures, is the sole organization in the field of tolling concessions with a Pan-European dimension. Its members’ network totalling more than 51,000 km of motorways, bridges and tunnels, across 23 countries, forms a large part of the Trans-European Road Network. Besides direct networking opportunities with Europe’s road infrastructure operators, ASECAP supporting partnership will offer you first-hand access to strategic information on motorway development policy and technical, administrative, financial and statistical data relating to the construction, maintenance and operation of toll motorways, bridges and tunnels. Moreover, you will be invited to take part in the ASECAP pool of experts, whose members contribute, when relevant, to the technical work undertaken by ASECAP’s committees in domains such as tolling and charging, concessions, safety and security, sustainability, intelligent transport systems, research and innovation and related projects. The terms of cooperation between the supporting partner and ASECAP are fixed on a case-by-case basis by the ASECAP Governing Bodies, taking into account the partner’s activities and capacities, as well as the interest and added value of the partner’s involvement for the association as a whole.


How to apply?

If you want to become a supporting partner of ASECAP, a written and duly signed application should be submitted to the Secretary-General of ASECAP. Subsequently, the ASECAP Governing Bodies will assess whether there are no conflicts of interest and deliberate whether they accept your organization as a supporting partner of the association.
