ASECAP is pleased to announce the appointment of Christophe Boutin as President of ASECAP for the year 2026, following the decision adopted by the General Assembly held on 16 December 2025 in Rome.
Christophe Boutin is Executive Director of ASFA, the French Association of Toll Motorway, Tunnel and Bridge Infrastructure Companies. His appointment comes at a pivotal moment for the European road infrastructure sector, as toll road operators play a key role in delivering EU transport, climate and connectivity objectives.
Christophe Boutin’s leadership will be instrumental in strengthening ASECAP’s contribution to the European Green Deal, the TEN-T policy framework and the Fit for 55 package, while fostering constructive dialogue with EU institutions on resilient, sustainable and user-funded transport infrastructure.
In addition to his role at ASFA, Christophe Boutin is a Board Member of the International Bridge, Tunnel and Turnpike Association (IBTTA) and President of the European Facilitation Platform (EFP), supporting the deployment of the European Electronic Toll Service (EETS) and interoperability across the Single Market. He is a graduate of École Polytechnique and École nationale des Ponts et Chaussées.
Upon his appointment, Christophe Boutin stated his commitment to building on the work of his predecessors to further reinforce ASECAP’s engagement with European institutions and stakeholders, promote the user-pays principle as a sustainable financing model, and support long-term investment in safe, resilient and climate-aligned road infrastructure across Europe.
