Mr. Fabrizio Palenzona

A message from the President

After almost two years since my election as ASECAP President, I am very pleased to see that the Association constantly grew-up, by intensively carrying out its activities in the Community domain,  thus representing more and more a reference point, in Europe, for the Toll Motorways sector. I therefore wish to express my thanks to all those who constantly contribute, with their professionalism and competence, to help ASECAP in its delicate task of conciliating Concessionaires companies’ interest with citizens’ requirements and needs concerning Motorways network and sustainable mobility.

During the last two years ASECAP, mainly through its Permanent Committees, has been very active in examining the most relevant and living issues put forward by the EU Institutions with reference to the road transport sector, focusing in particular on the following subjects:

  • the draft “Eurovignette III” directive aimed at achieving a fair and reliable regulation of tolling for heavy vehicles, ease the financing of road infrastructures through this instrument and help a greener transport policy in Europe, that is currently debated within the EU institutions;
  • the close cooperation between ASECAP and the non-ASECAP entities towards the establishing of a European Electronic Toll Collection System (EETS) in particular through the CESARE IV project that started in 2007 and will end in 2009. The ever increasing number of ETC subscribers - around 16 million across Europe, in practice all of them clients of ASECAP members - clearly demonstrates that the results of the CESARE project will be crucial for ASECAP and its members in the development of a future EETS;
  • the forthcoming EU Road Safety Action Programme for the period 2010-2020;
  • the proposed EU Action Plan for the Deployment of Intelligent Transport Systems in Europe;
  • the Euro-Regional projects in the ITS (Intelligent Transport Systems) field and, in particular, the active participation of ASECAP to the EASYWAY programme that aims at improving safety and mobility by intelligent network operations and traveller services on the European road network and the ASECAP co-chairmanship of the e-Safety Forum’s Working Group on Intelligent Infrastructures that started its work in September 2008

Wishing always to continue the fruitful and efficient cooperation amongst the ASECAP members and to further develop the high level of reliability that ASECAP has progressively gained in Europe during the last years, I wish you a pleasant navigation in the ASECAP web-site.

Fabrizio Palenzona
AISCAT and ASECAP President
