COPERs
ASECAP has three Permanent Committees (COPERs).
COPER I:
Permanent Committee for the present and the future of the tolling and charging regimes. It also focuses on the role of the transport concessions.
COPER I is chaired by ASFA.
COPER II:
Permanent Committee for Environmental and Safety issues in the future Road Transport Policy.
COPER II is chaired by AISCAT.
COPER III:
Permanent Committee for Intelligent Transport Systems.
COPER III is chaired by APCAP.
General Structure of a Permanent Committee (COPER)
Each COPER has the following permanent members:
- The Chairman,
- The Secretary General and
- Three members as a minimum
However, every ASECAP member can participate in the COPER meetings.
- The Steering Committee appoints the chairman and the members of the COPER. The Steering Committee may at any moment decide to modify the structure of COPER or redefine its objectives.
- The COPER chairman has a term of two years. He is sole responsible for the proper functioning of the Committee. On his proposal, the COPER elaborates its action plan and submits it for validation to the Steering Committee.
- The COPER meets as frequently as deemed necessary by its chairman.
- The COPER Chairman establishes the agenda and is responsible for the working documents of the meetings of the Committee. In preparing the meetings of the COPER, the Chairman is assisted, when necessary, by the Secretary General.
- When appropriate, the COPER may ask from the Steering Committee to create ad hoc Working Groups with well defined tasks, time horizon and budget. The Working Groups work under the responsibility of the COPER president and submit their results to the COPER within the defined limits.
- The Steering Committee is frequently informed on the developments of each COPER by the COPER Chairman or by the Secretary General.
Executive Committee (COMEX)
Composition of the COMEX
The Executive Committee is composed by qualified representatives of seven members maximum. These members are co-opted for a period of 2 years by the Steering Committee.
The Steering Committee examines on a yearly basis the composition of the Executive Committee and decides on the renewals, taking into account the candidacies submitted by the members.
Role and functioning of the COMEX
The Executive Committee deals with the day-to-day activities of the Association, previously approved by the Steering Committee.
It is convened by the Secretary General of the Association. Every member has one vote. Decisions are taken by majority of votes. However, when unanimity is not reached, one of the members may ask the decision to be validated by the Steering Committee.
The Executive Committee informs the Steering Committee on its decisions.
Steering Committee
The Steering Committee elects:
- The President
- The Vice-President
- The Treasurer
The Steering Committee is vested with the broadest power to authorise all actions of ASECAP which are not reserved to the General Assembly by decision of the latter.
